Bulacan Towns at Center of Ghost Flood Control Project Investigation

Calumpit, Hagonoy, and Malolos in Bulacan have emerged as focal points in the flood control ghost-project investigation, with one contractor linked to ₱9 billion in nationwide awards.

The Department of Public Works and Highways has acknowledged receiving reports of ghost flood control projects in several Bulacan municipalities, including Calumpit, Hagonoy, and Malolos.

Investigators have linked a number of the flagged Bulacan projects to a single contractor, identified in reporting as Wawao Builders, which was reportedly awarded roughly ₱9 billion in flood control contracts nationwide.

Local residents in the affected towns have said some of the drainage and embankment work they were told was completed does not appear on the ground, a discrepancy now part of the broader DOJ and Senate review.

DPWH officials said site verification in the province is ongoing as part of the wider national audit of flagged projects.
