Handful of Contractors Cornered Billions in Flood Control Contracts, Audit Finds
An initial government audit found that just 15 contractors received about 20% of the ₱545 billion spent on flood control projects between mid-2022 and mid-2025.
A government audit covering flood control spending from July 2022 to May 2025 found that roughly 20% of the ₱545 billion total, or about ₱100 billion, went to just 15 contractors out of the thousands involved nationwide.
Two contractors named in DOJ filings over confirmed ghost projects, SYMS Construction Trading and Waowao Construction Trading, remain under preliminary investigation for 12 additional flagged sites.
Business groups have called for tighter pre-qualification and geotagging verification requirements before future infrastructure contracts are awarded, to prevent a repeat of the concentration and oversight failures identified in the audit.
DPWH has said it is reviewing its contractor accreditation and project-verification procedures in response to the findings.
